Fuel Oil Processing Plant in Dzerzhinsk Advances to State Expertise

JSC SPE “Makston-Dzerzhinsk” has officially submitted the project for the new Fuel Oil Processing Plant in Dzerzhinsk (Nizhny Novgorod region) to state expertise for review, marking a key milestone in the development of this advanced industrial facility.

The project agreement was initially signed in September 2017, with a planned investment of 5 billion rubles to be allocated for the plant’s construction by 2019. The facility will specialize in processing heavy oil residues, producing high-quality products such as special coke for the metallurgical, nuclear, and electrode industries.

Plant overview

The plant is designed with an annual raw material capacity of 200,000 tons. Key production units include:

  • Steam reforming units
  • Delayed coking
  • Gas fractionation
  • Heavy naphtha hydrotreatment and coking diesel
  • Gas desulfurization and light naphtha demercaptanization

 

Technologies and basic project designs were developed by the Romanian branches of LUDAN Group in collaboration with GTC, leveraging project documentation from similar installations across Eastern Europe.

The facility will fully process incoming fuel oil from both primary and secondary processes, as well as heavy residual hydrocarbons from other oil refining, petrochemical, and coal chemistry processes. The plant’s output will include:

  • Diesel fuel and fifth-ecological-class motor gasoline (for reforming or pyrolysis)
  • Granulated sulfur
  • Petroleum coke

 

No dark oil products will be produced, and the Nelson index is expected to reach 7.2.

OOO Ludan Rus, part of the LUDAN Group, serves as the general designer and is responsible for executing detailed design work and preparing the process control system project. Meanwhile, OAO GIPROIV manages the master plan, project documentation, and equipment supply oversight.
